Richard Smith PhD, PMP has acted as a Project Manager under contract to BC HAZMAT since 2009. His background is in the management of science-based projects. He has led projects in Emergency Management, Medical Countermeasures and Software Development. Development of an Earthquake Immediate Response Plan (IRP) for the BC Ministry of Transportation and Infrastructure (MOTI)
BC HAZMAT was part of a team that developed a IRP for MOTI. The project included definition of current protocols and communication pathways, resources, process improvement, validation by table top exercises and training of MOTI personnel. The project delivered a manual and quick reference guide which are in use today. For this project the role of Dave Rogers was to develop training materials and lead training sessions. Dr. Richard Smith served as the Project Manager.
Development of a HAZMAT Capability for TELCOM Business Continuity Following a Major Incident
In preparation for the 2010 Olympic Games in Vancouver, BC, BC HAZMAT participated in a project designed to define HAZMAT capabilities and protocols to restore telecommunications in the event of a CBR event targeting the TELECOM infrastructure. Requirements were defined and response options evaluated. The selected option was tested by table top exercises and validated by live exercises that included stakeholders from all levels of government and the TELECOM industry. The primary role of BC HAZMAT was to lead the live exercises acting as incident command, providing HAZMAT teams and training TELECOM personnel. Dr. Smith served as the Project Manager.
