David S. Rogers, BA, MBA.

As the founder of BC HAZMAT Management Ltd., Mr. Rogers’ goal is to provide clients with whatever they need to comply with all dangerous goods/hazardous materials regulations through safe, effective, and ethical policies and professional services. Since its inception, BC HAZMAT has utilized Mr. Roger’s broad skill-set, knowledge, and experience to provide superior environmental consulting, hazardous materials training for management and staff (WHMIS, TDG, BC Waste Legislation, ISO 14000 Environmental Management Systems, spill response, and more), emergency spill response, and dangerous goods shipping services.

Mr. Rogers began his career in the Fire Service, rising to position of Chief. As Fire Chief, Mr. Rogers was responsible for all hazmat, safety and environmental training to the team of fire fighters in his command. He suspended this career to attend Simon Fraser University in Burnaby BC (MBA). He moved his family to Victoria, BC in 1980, and worked for a major airline. In 1983 he attended Trade School and became qualified as an IATA Dangerous Goods Training Coordinator. With yearly updates, he became responsible for all environmental safety training, including Transportation of Dangerous Goods and WHMIS for an airline, for British Columbia and Washington State. He continued in this position until 1995.

Mr. Rogers accepted a one-year posting as the Formation Hazmat Audit Officer for CFB Esquimalt (1999 to 2000) with the responsibility for ensuring the Military’s compliance with the Transportation of Dangerous Goods Act, Canada Labour Code Part II and ISO 14000 Standards. During this year at CFB Esquimalt, Mr. Rogers:

  • Completed a number of ISO 14000 Audits of Units at CFB Esquimalt, Aldergrove and Edmonton.
  • Developed and taught the first CFB Esquimalt Transportation of Dangerous Goods Courses for both Drivers and Shipper Receivers. These courses were then approved by NDHQ.
  • Co-Authored and Co-instructed the Hazardous Material Coordinators Course.
  • Co-instructed the Unit Environment Officers Course.
  • Re-wrote and updated Base Standing Order 2-530, CFB Esquimalt, Hazardous Materials Management Program.
  • Participated in the Working Group developing MARPACCORD G18 and G19, Hazardous Material Management Program.

Mr. Rogers has continued this relationship with the Canadian Military and has been the Senior Instructor for many programs with various units, including FMF Cape Breton.

Mr. David S Rogers has been teaching Environmental Safety Programs for over 20 years. First qualified in 1983 as an I.A.T.A. (International Air Transport Association) Dangerous Goods Training Coordinator, he has enhanced that training with:

Human Resources Manager, Responder: Rebecca J. Rogers

After receiving an Associate of Arts Degree from Mesabi Range Community & Technical College, Ms. Rogers attended the University of Wisconsin, Superior to further her education. In 2000, she left to accept a position with BCHAZMAT Management Ltd. Since beginning her employment at BCHAZMAT Management Ltd. Ms. Rogers has received extensive training in hazardous materials handling, shipping, and emergency response.  Now with 10 years of experience in the Hazmat industry, she has responded to a broad spectrum of incidents; from small oil spills and drug laboratories to very toxic chemical spills. Her experience and thorough training combined with her excellent communication abilities have allowed her to develop a strong leadership presence. Because of this, she often takes the role of Hazmat Team Leader and serves as the liaison between the Incident Commander and the team of Hazmat Responders.

On a daily basis, Ms. Rogers ensures that BC Hazmat’s operations run smoothly, organizing and coordinating with clients and suppliers to ensure that everyone’s needs are met in an efficient and professional manner. She also assists with, and instructs, safety training courses to help educate public and private enterprises about environmental standards and accident/spill prevention and response.

Recent training courses she has taken include HazMat IQ, StreetLab Mobile Training, Adobe Photoshop CS3, MS Outlook 2007, MS Excel 2007, and Adobe Illustrator CS4-Getting Started. She also has successfully completed the AHERA Asbestos Building Inspectors Training Course, Confined Space Training, Silica Awareness Seminar, and Level 1 Thermographer’s Training.

Office Administrator: Maegan LaBoucan

Maegan LaBoucan was born and raised here in beautiful Sidney, BC.  After graduating from Parkland Secondary School, Maegan managed her family owned business for over 4 years before starting her own family. After taking the time to raise her two young children, Maegan worked for Thrifty Foods as a Frontend Supervisor, then moved on to an administrative position with a manufacturing company. She is now the Office Administrator for BCHAZMAT Management Ltd.

It is Maegan’s job to take care of all of our office operations, making sure everything runs smoothly and efficiently. She brings with her strong communication, customer service, and administrative skills. Maegan is continually learning all there is to know about our business and is excited to be continuing her safety training with us. Recent courses she has successfully completed include WHMIS Train the Trainer, TDG Surface & IATA Air, and Level 1 Workplace Spill Response.

Maegan is also our Social Media Maven - updating our Facebook and Twitter pages with relevant safety information and news. She also puts together our email newsletter, “HAZMATters” with informative and interesting articles.

Sr. Project Manager, Hazardous Materials Division: Peter Krytiuk, BA 

Peter Krytiuk pic  Peter joined BCHAZMAT Management Ltd. following a geographic relocation from Ontario and the establishment of hazardous materials consulting services for Vancouver Island clients. For over twenty-five years Peter has provided consulting knowledge and expertise relating to designated substances, indoor air quality, and industrial hygiene projects. As Sr. Project Manager with BCHAZMAT’s Hazardous Materials division Peter oversees all projects within this sector.

As Senior Consultant in Ontario, Peter coordinated asbestos-related projects, mould remediation, and management program training as a liaison between governments (various factions), building owners, property representatives, and contractors. Peter was accredited by the Ontario Ministry of Labour in 1989.

Peter’s investigations and project management have related to abatement and remediation in a wide range of properties including schools, hospitals, government buildings, water treatment plants, institutional facilities, incarceration facilities, and police, forestry, commercial, industrial, landfill, and housing facilities and premises.
Peter regularly provided training seminars on asbestos awareness and asbestos abatement procedures to building owner representatives, maintenance personnel, and contractors. Peter has provided liaison between Government Regulatory Agencies and property developers.

Some highlights of Peter’s experience include:

• Coordination of complete projects including surveying, reporting, specification writing / correlation, project tendering, contractor qualifying, project management, inspections, air monitoring, and clearance certification.
• Coordination, implementation, and completion of hazardous material surveys and reports for multiple properties within single jurisdictions.

Junior HazMat Tech & Site Safety Supervisor: John Perry

     John Perry was born and raised on picturesque Prince Edward Island. While completing high school, he worked as a community grounds keeper. At an early age, he was introduced to, and became immersed in, the automotive world. From autobody, to mechanics, to sales, to lot managing, John did it all!

After relocating to the west coast in late 2011 with his spouse and two dogs, John began his work at BCHAZMAT. He brought with him his coveted mechanical and interpersonal skills. When he is not in training, volunteering, or responding to an emergency, he can often be found underneath the hood of one of the company trucks or antique automobiles.

Besides extensive on-the-job training, John has sucessfully completed courses in WHMIS, the Transportation of Dangerous Goods (TDG) for both Surface and IATA Air, and the AHERA Asbestos Building Inspectors Training Course.
